А где еще есть генеральные секретари? Если я не ошибаюсь, первым таким был Сталин, который должен был исполнять функции секретаря, но перетянул на себя одеяло, а название должности осталось.

Еще в нашем родимом водятся всякие мазкали. В "Аводе", к примеру.

Но там они не возглавляют.

Well, there are plenty. For instance, almost complete unreadiness of doing something concerted.

In my dictionary ("Oxford paperback", OUP 1994) 'concerted' could be

1. jointly arranged; done in cooperation.
2. (of music) arranged in parts for voices or instruments.

Couldn't find 'unreadiness', but 'unready' also has more than one meaning:
1. not ready
2. not prompt in action
3. (old use) rash, lacking good advice: Ethelred the Unready

Do you pick on the Jews for 'lacking good advice' when writing music for voices and instruments?

I guess the first (and actually the main) meaning of "concerted" will do just fine. At least, this is what I meant. As for "unreadiness", not only my humble experience, but also Google and "The American Heritage® Dictionary of the English Language, Fourth Edition copyright ©2000 by Houghton Mifflin Company. Updated in 2009" confirm the existence of that word. I just used it for the description og the state of "being not ready / not consenting for doing smth." Therefore, I appreciate your consise treatise of my comment, but I cannot help feeling sorry for being misunderstood.

No need to feel sorry; with over 4 mln (and growing) words in English, most native speakers struggle to understand each other.
But if Jews are useless at getting things done in a collective fashion, how come they managed to survive in a pretty rough environment as a single ethno/religious group for a couple of millenia, re-build their state and keep it going against all odds?
